No offence intende, but what an ugly thing!

To me, nothing about it looks military except the lining. It's is very cheap felt and poor quality braid and a non-military button. There was once stiffening, by the look of it, but not much and not very good and no real fititngs - the hole in top for the plume, for example. OTOH, the stencilled letters on the lining look very like QM store markings.

A real mishmash but I'd tend to guess someobody's band and that the band had an ex-military stores keeper.
