British military fotos 1912 - ? Help needed

Rediscovered an album of a british family, with some military fotos in it. Please help me what they show, and if they have a value.
    Thanks!

Top photo is of a lieutenant , Royal Navy Reserve, in full dress. Bottom photo is a captain in the Lancashire Fusiliers. Hard to iD the man in the beret.
I will try to figure out who the officer is in the frock coat.

The man in the frock coat is wearing an order which I'm almost certain is not British but the undress frock looks like that worn by many European officers as well as the British, so he could be British with a foreign order or actually a European.

            I believe it is General- major Eugen Matern 14.06.1863 - 13.11.1927 .

You are correct; he is wearing an Iron Cross 1st Class. I was so fixated on the neck order that I missed it! Definitely NOT a British officer.

The 1912 Prussian Rangliste shows a Major Matern in the 3rd Battalion, Infantry Regt. v. Grolman ( 1.Posensches) nr.18, with a rank dating from 1907.
