WW2 Star "BARS"

Here's a picture of two bars the top one came with the envelope and the bottom one was on a Atlantic star. I have a repo one where lettering is different. Any opinion on the "and" or "&". Are they both used?? Thanks

"FRANCE AND GERMANY" is the correct (official) version. I would guess that the "&" type is a tailor's copy bar.
