Yes, it is a monogram! Keeping in mind that most artists and cabinetmakers probably didn't study heraldry but had a fine eye for what looked posh, it could be almost anything, from a bad rendering of a state crest to the initials of the artist's latest floozie. But almost certainly not military, IMO.
