Is This A Commonwealth Patch?

Hi All -

A friend knew I collect military patches and gave this to me a few years ago. He bought it at a flea market while vacationing in Scotland.

It has all the characteristics of being English made, but the green edge wool looks almost German? It's all hand embroidered with black cheesecloth backing and measures 3 inches from top center point to bottom and not quite 3 inches at the widest point, side to side.

Any ideas?
