Help With Modified 1908 Small Pack

Can anyone help me to explain why this pack has been altered (I can see the pencil marks where it has been measured for attachment of the straps). Were these ever altered for use by a particular UK service after WW1, or did someone alter this on their own between WW1 and the present?
