What is this? Toggle rope ladder device?

Hey guys,
Bought this just to see what it is. Haven't figured it out myself yet. Been told it could be a device to hook toggle ropes too, to form a rope ladder of sorts.
Anyone know for certain? Any period references?

Yes, it's a step that was issued with the toggle rope.
