Unknow M.E.c.o Harness dated 1960 ?

Look's very similar to pattern 37 but its dated 1960 ? Could it be an army climbing harness of sorts ?

I might be way off, but this harness looks similar to those worn by a drummer in a marching band.

Thanks for the input so far guys. I think this is definitely something that is designed to take quite a weight as it's pretty heavy duty (the canvass and the heavy brass buckle and D ring).
