Came with this lot sellers description ,
ORIGINAL WW11 SET OF MEDALS/BADGES AND PHOTOGRAPHS FROM A DUNKIRK VETERAN WHO WAS RESCUED FROM DUNKIRK IN THE EARLY PART OF THE WAR AND THEN WENT ON TO FIGHT UNTIL THE END OF WW11,THERE IS ALSO INCLUDED A FRENCH AWARD/BADGE THAT WAS GIVEN TO HIM BY THE FRENCH AS HE WAS A MEMBER OF THE BEF. THE TERRITORIAL LONG SERVICE MEDAL IS NAMED TO; 852814.SGT.B.STEPHENSON.R.A.

It looks like the kind of patriotic fundraiser pin that were common in France in WWI and, obviously, existed in WWII as well. Often sold by various charitable groups to raise funds for comforts for the troops - cigs., chocolate, extra hospital supplies and so on. That would be my guess.
