Its Queen Victorias crown , looks like its from a strap thats all can offer ?

Perhaps a bandsman' s kit, either military or civilian from the late Victorian period. Between regular army [which I don't think it is], hundreds of militia units and municipal, fraternal and so on bands, the possibilities are countless. Very nice looking piece thought!
