You have a Canadian Service Dress tunic there, post WWII.
The tunic was cut away for a Highlander - one of our kilted regiments. It was first used during WWII , though probably only by troops in Canada. It became standard issue 'service dress', as opposed to combat wear, and was worn in various permutations until the unification of the Army Navy and Air Force into the Canadian Forces in 1968.
You may be able to tell the rank of the wearer by checking the shoulder straps for holes left by rank badges and the arms for evidence of stripes having been worn. The Highland variant is unusual, I think, but the style itself is quite common: I paid less than $40.00 for a tunic, puttees, and swagger stick to an officer. This one might be worth $20.00-60.00, if that matters to you.
