Why would a Lieutenant be issued an Efficiency Medal and not the Efficiency Decoration?

I was under the impression that Other Ranks received the Medal and Officers received the Decoration.

Do different rules apply for Territorials than say Canada?

I was under the impression that Other Ranks received the Medal and Officers received the Decoration.

Do different rules apply for Territorials than say Canada?

I think it's when a territorial soldier takes a wartime emergency commission, the later service as an officer still counts and is added to their previous service, wartime service counts as double so quite easy to qualify in WW2 as many men joined in 1938/39
