I don't know what this is - English Civil War type personality (King Charles? Cromwell with the warts worn smooth? Fairfax? I feel that I should know).
It's of copper, about 5 1/2" tall by 4" wide, the design stands about 1/2" proud, & it's hollow struck.
It's not a mould as the obverse is well finished but not the reverse or interior. Unless it was used to emboss?
Perhaps a period souvenir for supporters to hang on the wall?
