Scarlet uniform, Black cuffs and collar?

Hey fellas,
Came across this one and Im not sure what regiment it is. Does anyone know the regiment and date approx?
The toggles in place of buttons is throwing me off as well, I've never seen that before.

Can they come off or are they stitched on??

Could be a stage costume that was once a military I never seen a Commonwealth uniform with bone/antler buttons??
