National Service Badges like yours were introduced in February 1939 to be worn on the uniform by those Boy Scouts over the age of 14 who could carry out a range of Civil Defence duites. Replaced in November 1939 by a cloth Scout's Civil Defence proficiency badge. Reference "Doing their bit" by Jon Mills. Not certain of the date of your badge, it does look a bit modern!

A similar badge was worn during WW1. The WW1 badges for the Wolf Cubs are red embroidered into yellow, 19KC14 and 19KC18, while those for the Scouts are the same but in yellow on red.
