The numbers on the back is the price in ruppese/annas/paise maybe?

I would say a school blazer patch." Or one of the old British duchies or 'ancient towns' says a vague memory. Duchy of Cornwall or something similar perhaps? Nice looking thing, seemingly with some age to it.
