Help with 1940 dated jacket

I have been asked to put this jacket on this forum.

I have no clue what it is, is it navy?

well i have seen a few in films but not quite like this its a straight jacket ( loony house ) its diffrent as its a padded example !! steve

MMm.....IF it is a straitht jacket it should have ties at the sleeves -ends to wrap and secure around the body. It seems to be missing on this jacket.
Also I see some open cuffs at the sleeves, a proper straightjacket would be without "open" cuffs (and look like having an added pair of mittens to the end of the sleeves).

Ours actually did. They were there to prevent the jacket from riding up on you while shooting prone position.
