Looks like painted on the back of the Glass. Years ago I had a frame with a Para Badge what looked like made of Coloured Metal "Chocolate Paper".

Typical wartime fashion/style. My wife has several similar ones in her collection, but all ATS based of course.

The photo of the Home Guard chap in nice too.
