British DSO Top Bar

Greetings,
A buddy of mine recently picked up a Victorian era DSO. Unfortunately, the bar that goes at the top of the ribbon is missing. He does have the bottom bar however.
Is there any chance in the world of him being able to replace the top bar with an original? Should he just leave it alone? Your opinions are appreciated.
