Gallery cartridges are low powder loads meant for short range practice (about 50 yards accuracy). These particular cartridges are Dominion Arsenal (Quebec, I think, but you need to check the cartridge headstamp). As to what they are worth, you'd be best off contacting a cartridge collectors club or association. The fact they are in original wrappers is probably a bonus. Only arms & collectors club I know is Alberta Arms & Cartridge Collectors Association. Maybe contacting them might get pointed at a resource that might help.
Googling .303 gallery cartridges popped lots of listings with headstamp markings for Dominion Arsenal shown.

Tough one... while these do not turn up very often at all anymore, I don't think gallery practice are the most sought after rounds. While the price is not ridiculous, it is not a great price either. I would seek a better price if you are going to take the whole lot. Like anything else, if it's something you really want then it might be best to buy it now as it will likely be difficult to find them again, especially in this quantity.
I paid $20 for a package of .303 blanks just to have an example of original packaging. As a side note, when I was in high school I used to buy Canadian WW2 .303 ammo in bandoleers, boxes and paper wrappers like this to shoot! Now I wish I'd kept some.... especially the incendiary rounds....
