this bag is?

Well it is a back pouch from a cross belt but I not think it is for light infantry or a rifle regiment (no bugle) it has a Tutor crown and an Edward VII cypher on it.

Just I would guess it is from 1901~1910 for what regiment or purpose I am at a loss.

I concur with byterock, a nice (Full dress) shoulder belt pouch with Edward VII cypher, dated between 1901 to 1910.
I suspect it was worn by a Garrison Staff officer.
