opinion about this strange par of shoes !!!

I need some help with a pair of shoes.
I bought these at a fleamarket in Germany.
They look old and has military details.

Can anybody tell me what kind of shoes they are ??

I have never seen before these kind of boots but reviewed from the release buckle i would say Dutch or German ww-1 but it's not more then a thought??
