British Brown Drill Overalls 1939 dated - any thoughts?

Hi,

I recently picked up this item in mint condition. It's clearly dated on a rear label November 1939 but I have no real idea of the purpose of the attached tags with their post war dates, wax seal and the swatches of materials. I have been told that this may have been a pattern or template for the production of similar items after the war.

Any thoughts or views would be most appreciated.
