It looks to me like a shoulder title typically made for US units that operated within HQ in North Africa like AFHQ etc. I would say for a US unit that served in North Africa or one of the HQ that remained there.

Thanks Ken. I appreciate that. I have never seen anything like it and assumed it was not US. Came from a US vet who served in North Africa so that would make sense.
