Can anyone help me with this shoebrush, I think it is military because of the arrow and FED which I guess is a makers mark. Is it wartime? Government?

As I remember we were issued 4 brushes, 2 for polishing boots (one for applying and one for polishing) a button brush for brasses and a clothes brush for brushing lint and cig ash off your BD and greatcoat. Those bristles look like the clothes brush. The back of the brushes, however, also had the date as well as the arrow and makers initials. Incidentally, 2 of my brushes had a date of 1944, I joined in'59.
