Pre WWI Navy Binocs

I just bought a large collection of Optics and other gear and this was one of the binoculars. Just a plain jane set till you see the presentation plaques soldered to the barrels of the binocs. My question is does anyone have info on the man named? The ship herself had a very long history being built by Mare of Blackwell in 1853 and finally being sunk by a German air raid in Portland harbor in 1940 .

He would of been a very high rating like Chief ERA as they were normally referred to as MR and not by rank or rate at that time. A sort of token of respect as a class not as high as an officer but essential to a ship.

According to the book, binoculars are from 1880's.
