Who knows this Beret

Have a funny Beret in QARANC grey with a Flash in the size and shape of the Para Training Background what is normally a blue Plastic Disc.
QARANC has its normal Backing also in red but in an other shape.
I dont think that's for a QARANC Para Unit, so what is it.
