Mystery Canadian? Cloth Badge

This came in a grouping for a Canadian WW2 Engineers Officer but I can't figure out what it is for? Any ideas?

I have to ask a friend what it is exactly. If I remember right it's some Cadets or auxiliairies. I have the same as Rankslides in modern pattern of the Brit. Forces with 99 code in original package.
