    I believe the RN LSGC has the white stripes for the same reason that the army equivalent did, to differenciate it from the VC. So I think it unlikely that it was ever all-over blue.

      Further though on ribbon of the VC:
      "The original warrant gave the ribbon as red for the army and blue for the navy. On the formation of the RAF on the 1 April 1918, the use of the blue ribbon was abolished. Living holders of the "Naval" (sic) VC had to exchange the ribbon for the blue ribbon for red ones"
