Edward VII, not VI.

Otherwise very old and very rare.

I think the star is for higher ranks, while the medal for Junior ranks? Or have I misread my MYB?

Created in 1902 as two linked awards for long service as a civil servant (essentially, a retirement gift):

Imperial Service Order (ISO) -- for middle civil servants, 25 years

Imperial Service Medal (ISM) -- for lower-level civil servants, 25 years

Being Brits, it was a division by CLASS.

The ISO was silver and silver gilt, the ISM silver, and both were these ornate stars with the imperial cipher in the center until 1920 when the ISM was reworked as a more familiar circular silver medal. (Cheaper to produce and less confusing [more befitting its lower status].)

The ISO, for the UK, was ended in 1995.
