Hiya,
I'll have a go. Medals from left to right: Polonia Restituta, Cross of Valour, Cross of Merit, Independance Medal, 1918-1921 War Medal, and the 10th Anniv. Independance. The last one is a mystery to me I'm afraid. The badges. The one under the medals appears to be 24 Grudziadz Infantry. The one on the other side appears to beA General Staff Higher School of War. As far as who he is I'm at a loss right now but give me a few minutes and I'll try to come up with it.
How'd I do?

Only one small error - and maybe just a typo. The left breast pocket badge is actually the 64th Grudziądz Infantry Regiment aka 64 Pomorski Pułk Strzelców Murmańskich.
The decoration on the tail end also stumps me. First thought was the Rarańcza-Huszt 1918 Interned Soldiers Commemorative, but on second glance it is not. Judging by the hierarchical positioning, it is relegated to least importance by being at the end. This is likely a foreign award, and may very well be Rumanian as they often utilize the crown in the suspension.
The rank of this particular officer is Lieutenant Colonel, not a General. As for a name… I’m working on it !

Hi all,
I think I may have it. I believe this to be Lieutenant-Colonel Kazimierz Kosiarski. I may be wrong and don't chastise me if I am but that's as good a guess I could come up with.

PS. I also thank you Adam for tickling my brain. I'm not as knowledgeable on pre-war Polish as I am on WWII but I try from time to time and I love a good challenge!!!
