Unable to post attachments?

What happens when you try to post a photo? When I'm on this page where I am right now, typing a reply, there's a tab down below that says "Manage Attachments" if I scroll down a couple inches. But for me, that tab is totally dead. I could click on it 100 times, nothing happens.

I don't even get that box. There is a checked box that says I "may not post attachments". Trying to figure out how that gets removed.
