Gordon Williamson's Book - Odd Photo

I can't find an explanation of the photo on page 184 of Generalmajor Paul v. Felbert, wearing 2 Imperial EK1s on top of each other and a 1939 spange.

Have I been missing something? Or is wearing multiple EK1s an imperial thing that I am ignorant of?
