Personally i think the Management of the memorial should stay a firm statement that this was meant to be a good idea for people preventing from insulation.
If anybody sees something else in it IT'S THERE PROBLEM.

DON'T VISIT THEN THE MEMORIAL.... it can be (most likely) you will be disturbed by what you see there !

Ahhh yeah, maybe all the showers in the world should be removed and banned for good.
Specially those in the free citybath, gym-rooms and other public places.
