The base for this" Fallen Eagle". The greenish white matter pointed by the red arrow looks like oxidized matter similar to what happened to the eagles' body.

Looks like verdigris (sp. ?) on brass. Mark.

It is called bronze rot i believe. Can be very damaging in some cases.
Happens to some busts i have.
