portland cop busted for nazi shrine

Add Portland Police Capt. Mark Kruger to Ohio congressional candidate Rich Iott on the list of people whose love of the Nazis has come back to bite them this year. Kruger, seen at right preparing to blitzkrieg Poland, finally admitted to erecting an elaborate memorial to five Nazi soldiers in Portland's Rocky Butte Park sometime between 1999 and 2001.

I have to wonder what was the point in placing a plaque honoring German servicemen in a park in Oregon? Maybe if they had been buried nearby or had been POWs nearby but if they had nothing to do with the park, I don't see the point.
If that is the police captain in the picture, apparently he was/is a reenactor. I just don't see why he placed the plaque there 11 years ago and why is it now that someone is upset?
Seems like a whole lot of to-do about nothing.

The article Crowback linked to contains the answers to most of our questions.
This is not something that happened overnight. And if what his self-described ex-Nazi buddy Bob Seaver says about him is true, nailing a plaque to a tree isn't the most egregious thing he had ever done since becoming a cop (one of the reader comments contains a letter supposedly written by Seaver, with more details than what was covered in the article).
Being fascinated by history is one thing, but actually wanting to act out one's sadistic fantasies while on the job as a law enforcement officer is quite something else.
One can only hope that the rather mild punishment he is now receiving is indicative of the findings by the investigators that Seaver's accusations are wildly exaggerated.

Crime
I didn't see the word crime in the story. He was discipined for conduct not meeting the standards of an officer in the police department. He was not charged with or convicted of a crime, unless we are reading different stories.
