I've never seen one, but it looks like a commemerative table award, maybe given to officials, volunteers etc.

Yes its an officials award alright and higher than the thousands of cased round medals that officials and helpers were given.Its the type of offiial who would have recieved it that I,m after.

Don't know how this would rank with the Olympic Games Decoration. Your plaque says it is for merit at the Olympics. Are the rings on the outside of the case?
