Would be very simple to do with a clone paint brush, found in most any photo editing app, with heavy "soft edge" applied.
You would simply clone what portions of the old photo you wish onto the new photo.
Of course, thats assuming that you have the relevant photos, which this guy, living in the area, obviously does.

Good imagination shown in these, would be better if he included the non edited originals [black & white] along with the edited ones.

When I lived in Petersburg (leningrad) I walked these streets (most photos are from Nevsky Prospekt and near St. Issacs cathedral) hundreds of times, and spend hundreds of hours there, one can still see bullet impacts on one of the famous street bridge crossings there, and I've walked there with the magazin "now and then" leningrad in hand, stood on those corners, and imagined, but nothing can really bring back what those millions suffered through, although this is about as close as one can get, and at night especially, it feels a bit strange strolling through some of those quiet side streets.

True, the horrors of war experienced there were on a scale, variety and length of time almost unique in WW2, a pretty shocking distinction.

                Great links, thanks for posting

Been to St. Petersburg twice with the (native) wife and recognize many of the locations as well.

                Awesome work.
