Decal with rust stains on it..

Hi guy's,

Question I have a police helmet with traces of the decal has been scratch of at some point.. and were the scratches are there is rust and that rust covers little spots on the rest of the decal as well..

Any good safe cleaning tips?? Or should I just leave it alone... dont want to
ruin it ( if one can still ruin it more of course )
