Strictly speaking, yes they are republican wings that were in force by regulation at the time of the outbreak of the S.C. war and used by the two sides.
From 1938 onwards, each side developed their own regulation. Nationalist put a Crown and Republicans because the communist gaining influence, put a red star.
The KM officer is Horst Dieterichs, sunk with U-406 by the frigate HMS Spey in 1944. He acted as beobachter in the Legion Condor He-59 seaplanes (this is why he's wearing the spanish wings) because the KM officers acknowledge of ships silhouettes at the distance to discriminate enemy or friend.
