Helmond is a small city east of Eindhoven

Very hard to read but what I can make out is

----VLISSING-N O'S----ENFABB

I may be wrong on a couple of the letters but I can't see much more that that i'm afraid.
Old flags may be able to help more on this info.

It is Van Vlissingen Vlaggenfabriek based in Helmond (Holland) No the factory is called Vlisco
