This pattern has been made by at last two producers, one headquatered in Tuttlingen, and by famous Rieker in the WW2 period. These boots were used by German armed forces in WW2, no doubts. I own same pair dated 1941 and marked same as yours "B.A.S. - Bekleidungs Amt Sttetin (or Stuttgart?)". Below maker's advertisment:
