Boots ww2?

Does someone regonises these boots?
They look old but not sure if they are military and from what country, the first thing i thought was that they are german but the german boots have loops on the inside.

They weref found in an old house in Kurland, Latvia.

These could german or soviet officers boots. very hard to say which country they come from.
