HEAVY BELT - for what ?

Guys I have this , what seems to be , towing belt but I have no idea for what ? It' s made of heavy/thick wave web and steel hooks on each of ends. It's marked with anchor on each hooks ( most probably makers mark ). Do any of you have idea what it was used for and what period it could be ?

      How long is it?
It reminds me of my childhood day's in Berlins Forests from the US Trucks. They used them to secure the rear opening of the Platform to prevent Stuff or Soldiers from falling out. The Webbing and especially the Anchors let me think it's US.

The max lenght would 2 m, ( without hoosk ) and the minimum lenght in position you can see in photos it has 125 cm long ( without hooks ).

It is US, used for carrying heavy signals equipment.
