Thanks Boyou , there is a bag with that very hook and strap system .
But cant remember were I saw it

Its a DDR Bag used by the Zivilverteidigung ZV Civil Defense and the fire Department for the 20 Meters Toggle Rope. One end has a toggle and the other a bow eye to comect them. The Spring hook is to attach it on the Belt while climbing on a Ladder. I had about 150 of them and maybe 3 or 4 left. They came directly from 3 depots in and near Berlin. 2 ZV and one FD.

From memmories somebody had posted a scan of a manual here on WAF previously but cant trace it back .

Not sure about it, but I'll bet they had some similar Bag for the Fire Department Ropes.
