I have proof of at least one example. Dutch SS-Kriegsberichter Jan Rudolf Hommes got his U-boot Abzeichen for serving 3 months aboard U-43 as a war reporter. Later in the war he served as Ic of the Landstorm Nederland Division in the rank of SS-Untersturmführer.

So yes, exceptional but it did happen.
