The piping is solid on the subject photo, not black/silver piped.

I also believe they are SS-Fleiger Sturm. I also believe the tabs are piped in white. Below is a photo from Angolia's Cloth Insignia of the SS, 2nd Edition, Page 110, showing Fleiger Sturm members with collar tabs piped in white.

It should be noted that none of the three individuals below is wearing the distinctive collar device on both tabs as stated in the accompanying collar tab image above the photo.

Or Not Wearing It At All

Here are two photos of Eduard von Schleich, commander of SS=Fleigerstaffel Sud as Sturmbannfuhrer with blank tab (Staff?) and no special collar tab device but SA/SS pilots wings. Angolia, 2nd Edition, 1989, Page 109.
