SS-Totenkopf-Standarte 1 "Oberbayern" had skull-cyphers of about that size but I don't think this is one of them sorry IMo some kind of "souvenir" creation

It could be item specific such as being applied to a coin purse, a photo album cover, a plaque, any number of things....I'm certain it's period. Neat piece.

This half-size skull would indeed be for Oberbayern shoulderboard - but fake - here is an other but still also a FAKE one .
