Hundefuhrer Uniform ID Assistance...

Can anyone make a positive ID on these uniforms, especially the black one ??? I suspect they are foreign, SS related (directly or indirectly, in one way or another), possibly Dutch, Belgian or the like. The fellows in question are pictured in the back of a (open) lorry transporting prisoners (cannot tell if KL prisoners or otherwise) down a cobblestone, clean ‘Western Continent’ looking street (note European style house shingles in background), the prisoners caged (literally) in the back of the lorry by barbed wire. The black uniformed fellow is a Hundefuhrer (German Shepherd at his side, leash in hand). Also, if anyone can positively make out the writing on one of the prisoners armbands it would also be very much appreciated (sorry for the bad quality of both photos but they are virtually impossible to enlarge clearly with my limited computer equipment…..and skills ).

I've been asked to post a smaller scan of the Armband...you can clearly see / make out the "KA" in what is most likely the word KAPO...

..and the word before the KA seems to end..GIER...but i have no clue what it could say

Is it at all possible that this is a screenshot from a postwar movie ?
Somehow the hairstyle doesn't look right , also there is the off-centre beltbuckle , double shoulderboards & odd rank tab .
Could it simply be the stereotype of the blackdressed SS camp officer with blond hair , a Luger , and a German Shepherd to match ?

Sorry lads, but this is no post-war Pink-o movie photo........it is unquestionably the real deal. It is a clearly and very unofficially (and punishable - hence the poor quality) taken photo, a quick snap by one of the civilians these prisoners were being transported by. Speaking of those civilians, here is a crop of some of the civi's in the background (behind across the street) of the lorry...very 'Western' type of clothing (and hair) style(s) indeed......hey - just a minute - isn't that one of those super-rare Pink Camo skirts I see peeking out from under the edge of the end of the lorry's bed ???
