I once had regular long tropical army boots, also with leather insides. Been told those were for motorcyclists.

I believe the above post is on the mark! "SS Tropical boots" are actually an SS equestrian boot. Equestrian boots are still made like this today, part canvas part leather.

Boots for mounted personal with inner leather reinforcement .
The same does exist for the Heer pattern , with the leather inner reinforcement .
As well the Heer tropical breeches does exist with cloth reinforcement like the wool mounted personal breeches with leather reinforcement .
